IVA Tax Rates 2026
- Standard rate (16%): Applies to most goods and services, including electronics, clothing, professional services, restaurant meals, hotel accommodations, and general consumer products.
- Zero rate (0%): Applies to exports of goods and services (exportaciones). Exporters can claim full credit for input VAT paid on goods and services used in producing export products.
- Exempt (exento): Healthcare services (hospital, medical, dental), education (public and private), books and newspapers, transportation (public passenger), financial services (interest, loans, insurance), real estate rentals for residential housing, and basic food basket items (lista de alimentos básicos).
VAT Registration Threshold
- Responsable (liable taxpayer): Businesses with annual turnover exceeding the minimum threshold (set by SENIAT in UT) must register as IVA taxpayers. For 2026, the threshold is approximately 3,000 UT.
- Small taxpayers: Small taxpayers with annual income below the threshold are classified as no responsables and do not charge or credit IVA.
- Exempt entities: Certain entities, such as non-profit organizations and diplomatic missions, may be classified as exempt from IVA on their sales but generally cannot credit input VAT.
VAT Credit and Debit Mechanism
- Débito fiscal (output VAT): VAT charged on sales invoices issued by the taxpayer. Calculated at the applicable rate (16% or 0%) on the net invoice amount.
- Crédito fiscal (input VAT): VAT paid on purchases, imports, and expenses directly related to the taxable activity. Can be credited against output VAT.
- Net VAT payable: Output VAT minus input VAT. If input VAT exceeds output VAT, the excess may be carried forward or, in the case of exporters, refunded.
- Input VAT credits require valid invoices (facturas) that meet SENIAT's electronic invoicing requirements.
Electronic Filing — SENIAT Portal
- Taxpayers must file monthly IVA returns through SENIAT's online portal (www.seniat.gob.ve).
- The filing includes detailed information on all IVA invoices issued and received, categorized by rate and type of operation.
- Deadline for monthly filing varies by the last digit of the taxpayer's RIF (Registro de Información Fiscal), typically between the 15th and 20th of the following month.
- Late filing penalties apply, starting from a percentage of the tax due.
Electronic Invoicing (Factura Electrónica)
- Venezuela mandates electronic invoicing for VAT-registered taxpayers. Invoices must include the RIF number, IVA rate, and detailed product/service descriptions.
- SENIAT's electronic invoicing system (Libro de Ventas y Compras) allows for automatic cross-referencing of invoices issued and received.
- Different invoice types exist for liable taxpayers, exempt taxpayers, and export operations.
VAT Withholding Regime
- Retención (withholding): Certain large taxpayers designated as agentes de retención are required to withhold VAT from payments to suppliers and remit it directly to SENIAT.
- Withholding rate: Typically 75% of the IVA amount for goods and 100% for services.
