ISLR Tax Brackets 2026
Venezuela uses a progressive seven-bracket system on net taxable income expressed in Tax Units (Unidades Tributarias or UT). The value of the UT is set by SENIAT and updated periodically to account for inflation:
- 6% — up to 1,000 UT
- 9% — from 1,000 to 2,000 UT
- 12% — from 2,000 to 3,000 UT
- 16% — from 3,000 to 5,000 UT
- 22% — from 5,000 to 8,000 UT
- 29% — from 8,000 to 12,000 UT
- 34% — above 12,000 UT
The tax is calculated by converting income to UT (dividing by the current UT value), applying the progressive rates, then converting back to VES. The UT value for 2026 is published by SENIAT and adjusted for inflation.
Minimum Non-Taxable Income
- General minimum: Individuals whose annual gross income does not exceed 1,000 UT are exempt from ISLR. This threshold is adjusted for inflation via the UT value.
- Employment income: Salaried employees benefit from a deduction of 1,000 UT as a personal allowance (subsidio de tarifa).
- Pensioners and retirees have separate minimum thresholds.
Personal Deductions (Deducciones Personales)
- Taxpayer (personal): Annual deduction of up to 774 UT for the taxpayer.
- Spouse (cónyuge): Deduction of up to 516 UT for a married spouse who does not have sufficient income.
- Children (hijos): Deduction of up to 258 UT per dependent child under 18 (or under 25 if in full-time education).

- Residents: File on worldwide income. Foreign tax credits are available for taxes paid abroad (limited to the Venezuela tax due on that income).
- Non-residents: Taxed only on Venezuela-source income, generally via withholding at source (rates vary by income type).
- Filing methods: Online via SENIAT's portal (www.seniat.gob.ve). In-person filing at SENIAT offices is also accepted.
- Employer withholding (retenciones) serves as advance payment against the final annual liability.
