Singapore Property Tax Guide

Singapore imposes property tax on all properties based on Annual Value (AV). Owner-occupied residential properties enjoy low progressive rates from 0% to 16%. Non-owner-occupied residential properties are taxed at progressive rates from 10% to 32%. Property purchases incur Buyer's Stamp Duty (BSD) up to 4% and Additional Buyer's Stamp Duty (ABSD) of up to 65% for foreigners. Seller's Stamp Duty (SSD) applies on residential properties sold within three years. All amounts in SGD.

Property Tax — Owner-Occupied Residential (Progressive)

Tax is charged on the Annual Value (AV) of the property (the estimated annual rental income if the property were rented out). Owner-occupied rates are progressive:

  • 0% — on first SGD 8,000 of AV
  • 4% — on SGD 8,001 to SGD 30,000 of AV
  • 6% — on SGD 30,001 to SGD 40,000 of AV
  • 10% — on SGD 40,001 to SGD 55,000 of AV
  • 14% — on SGD 55,001 to SGD 70,000 of AV
  • 16% — on AV above SGD 70,000

Property Tax — Non-Owner-Occupied Residential (Progressive)

  • 10% — on first SGD 30,000 of AV
  • 14% — on SGD 30,001 to SGD 45,000 of AV
  • 20% — on SGD 45,001 to SGD 60,000 of AV
  • 26% — on SGD 60,001 to SGD 75,000 of AV
  • 32% — on AV above SGD 75,000

Buyer's Stamp Duty (BSD)

  • BSD is payable on the purchase of all properties (residential and non-residential) based on the higher of purchase price or market value.
  • 1% on first SGD 180,000
  • 2% on SGD 180,001 to SGD 360,000
  • 3% on SGD 360,001 to SGD 1,000,000
  • 4% on amounts above SGD 1,000,000 (plus an additional portion for residential properties above SGD 1.5M — marginal rates increase up to 6% for higher tiers)
  • For residential properties with consideration above SGD 1.5 million, BSD marginal rates rise to 5% and 6% at higher tiers.

Additional Buyer's Stamp Duty (ABSD)

  • Singapore Citizens (first property): 0% ABSD
  • Singapore Citizens (second property): 20% ABSD
  • Singapore Citizens (third+ property): 30% ABSD
  • Singapore PRs (first property): 5% ABSD
  • Singapore PRs (second+ property): 30% ABSD
  • Foreigners (any residential property): 60% ABSD (raised from 30% in April 2023 to 60%)
  • Entities (companies, trusts): 65% ABSD
  • ABSD does not apply to commercial and industrial properties.

Seller's Stamp Duty (SSD)

  • SSD applies to residential properties sold within three years of purchase.
  • Sold within 1st year: 12% of consideration
  • Sold within 2nd year: 8% of consideration
  • Sold within 3rd year: 4% of consideration
  • No SSD applies after three years of holding.
