Vanuatu Personal Tax Guide: 0% PIT — No Personal Income Tax 2026

Vanuatu imposes zero personal income tax. There is no tax on salaries, wages, bonuses, self-employment income, or any form of personal earnings. Individuals living and working in Vanuatu keep 100% of their employment income with no tax deductions. Here is how personal taxation works in 2026.

Vanuatu is one of the few true zero-tax jurisdictions in the world. The absence of personal income tax is a cornerstone of Vanuatu's tax policy, governed by no specific income tax legislation — there simply is no personal income tax law. The Vanuatu Revenue & Customs (VRC) administers the tax system, but since there is no PIT, there is no registration, filing, or payment requirement for individuals earning employment or business income. Vanuatu does not tax worldwide income even for residents. Residency rules →

Real-world example: A software developer earning VUV 3,600,000 per year (approximately USD 30,000) pays VUV 0 in personal income tax. An executive earning VUV 12,000,000 per year (USD 100,000) also pays VUV 0. By contrast, the same executive in nearby Fiji would pay approximately 20% in personal income tax, in New Zealand up to 39%, and in Australia up to 45%. Over a 10-year career, the Vanuatu-based individual saves hundreds of thousands of dollars in tax compared to almost any other country. Only VNPF contributions apply →

Vanuatu's Zero Personal Tax Regime

  • 0% on employment income: No tax on salaries, wages, bonuses, commissions, tips, or any employment benefits
  • 0% on self-employment income: Freelancers, sole traders, and independent contractors pay no personal income tax
  • 0% on business profits: Business income earned by individuals is not subject to personal income tax
  • 0% on investment income: Dividends, interest, royalties, and capital gains are all tax-free for individuals
  • 0% on rental income: Rental income from property is not subject to any personal income tax

The 0% PIT applies to both residents and non-residents. Vanuatu-source income earned by non-residents is also tax-free. There are no filing requirements, no tax returns, and no withholding obligations for personal income. Vanuatu uses a territorial tax system, but since the domestic rate is 0%, even foreign-source income has no tax consequence.

What Vanuatu Does Not Tax

Vanuatu has no tax on the following types of personal income:

  • Salaries and wages: All employment compensation is entirely tax-free
  • Self-employment income: Freelance, consulting, and independent contractor income
  • Business profits: Profits from sole proprietorships and partnerships
  • Investment returns: Dividends, interest, and capital gains are all 0%
  • Rental income: Both residential and commercial rental income
  • Pension income: State and private pension payments are tax-free
  • Gifts and inheritances: No gift tax, inheritance tax, or estate tax

The only deduction from employment income in Vanuatu is the Vanuatu National Provident Fund (VNPF) contribution — employees contribute 4% of salary (capped at approximately VUV 500,000 per month), and employers contribute 6%.

Comparison with Regional Peers

  • Vanuatu: 0% — no personal income tax at any income level
  • Fiji: Progressive rates from 0% to 20% (top rate above FJD 270,000)
  • Papua New Guinea: Progressive rates from 0% to 42%
  • Solomon Islands: Progressive rates from 0% to 40%
  • New Zealand: Progressive rates from 10.5% to 39%
  • Australia: Progressive rates from 0% to 45% plus 2% Medicare levy

Vanuatu's 0% PIT is unique in the Pacific region and globally among inhabited countries. Only a handful of jurisdictions (UAE, Qatar, Oman, Bahrain, Kuwait, Saudi Arabia, Brunei, Cayman Islands, Bermuda) offer zero personal income tax.

Do I need to file any tax return for personal income?

No. Since there is no personal income tax in Vanuatu, there is no requirement to file a personal tax return. The VRC does not issue tax returns for individuals. However, businesses must still file annual returns for business license purposes and VAT (VAGST) if registered.

Can foreign-source income be taxed in Vanuatu?

No. Vanuatu operates a territorial tax system. Only Vanuatu-source income is subject to tax in principle, but since the domestic rate for all categories is 0%, foreign-source income has no tax liability. There is no mechanism for Vanuatu to tax foreign earnings.
