Wealth Tax in Ukraine
Ukraine does not impose a wealth tax, net worth tax, or any annual tax on total assets. This makes Ukraine attractive for high-net-worth individuals seeking to minimize tax on accumulated wealth.
No Wealth Tax
There is no wealth tax in Ukraine. Individuals are not required to pay any annual tax based on their net worth or total assets. The following are not subject to wealth tax:
- Cash and bank deposits
- Stocks, bonds, and other securities
- Real estate holdings
- Business interests
- Jewelry, art, and collectibles
- Vehicles and other personal property
Real Estate Holdings
While there is no wealth tax on real estate, property owners may pay:
- Annual Property Tax: ~UAH 90 per sqm for apartments >60 sqm
- Land Tax: 0.5-3% of normative land value
Luxury Asset Tax
Ukraine imposes a luxury tax on certain high-value assets:
- Luxury cars: Annual tax on vehicles exceeding certain value
- Large apartments: Property tax on area exceeding 60 sqm (apartments) or 120 sqm (houses)
Income vs. Wealth Taxation
Ukraine taxes income generated by assets but does not tax the assets themselves. The tax system focuses on the flow of income rather than the stock of wealth.
Succession and Gifts
Ukraine does not impose inheritance tax on direct heirs (0% rate). Non-direct heirs pay 5% on inherited property. Gift tax follows the same rules.
