Uganda Social Contributions Guide
Uganda has one mandatory social contribution scheme — the National Social Security Fund (NSSF). Employees contribute 5% of gross salary and employers contribute 10% (total 15%). NSSF provides retirement benefits from age 55, as well as disability and survivor benefits.
NSSF — Employee 5%, Employer 10%
The National Social Security Fund (NSSF) is Uganda's mandatory retirement savings scheme under the NSSF Act. Both the employee and employer are required to contribute — 5% from the employee and 10% from the employer, totalling 15% of the employee's gross monthly salary. Unlike some countries, Uganda's NSSF does not have a capped contribution limit — contributions are made on the full gross salary. For example, an employee earning UGX 3,000,000/month contributes UGX 150,000 and the employer contributes UGX 300,000 (total UGX 450,000/month).
Benefits
- Retirement benefits: Available from age 55. Members receive a lump sum or monthly pension based on accumulated contributions plus investment returns.
- Disability benefits: Total and permanent disability coverage before retirement.
- Survivor benefits: Paid to dependents of a deceased member.
- Withdrawal: Partial withdrawal of up to 20% of savings is permitted under certain conditions (e.g., mortgage on a first home).
Registration and Remittance
Employers must register all employees with NSSF within 30 days of employment. Contributions are remitted monthly by the 15th of the following month. Late remittance attracts penalties of 5% per month on the unpaid amount. Employers must maintain contribution records and provide annual statements to employees.
Example Calculation
For an employee earning UGX 5,000,000/month: Employee contributes UGX 250,000 (5%), Employer contributes UGX 500,000 (10%), Total monthly contribution = UGX 750,000 (15% of salary). Annually, this amounts to UGX 9,000,000 in total contributions.
