Turkey Tax Filing Guide 2026
Tax filing in Turkey follows a calendar-year system. Annual Individual Income Tax (IIT) returns must be filed between 1–31 March, with tax paid in three instalments (March, July, November). Corporate tax returns are due by 30 April. All filings are electronic through GİB's e-Declaration system. Withholding tax (stopaj) returns are filed monthly.
Overview — Tax Year and Filing System
Turkey's tax year (vergilendirme dönemi) is the calendar year (1 January to 31 December). All individuals and corporations must file annual tax returns electronically through the GİB (Gelir İdaresi Başkanlığı) e-Declaration system (Hazır Beyan Sistemi for simplified returns or the main e-Declaration portal). The tax filing system is fully digital — paper returns are no longer accepted. Taxpayers must have a valid Tax Identification Number (Vergi Kimlik Numarası) and an e-Declaration password or e-İmza (electronic signature) to file. The fiscal year may differ for certain corporate entities with special fiscal periods approved by GİB.
Annual IIT Return — 1–31 March
The annual Individual Income Tax return (Yıllık Gelir Vergisi Beyannamesi) for the prior tax year must be filed between 1 March and 31 March. This applies to individuals who:
- Have more than one employer and total employment income subject to withholding exceeds the filing threshold (if the second employer's income alone exceeds TRY 96,000 estimated for 2026)
- Have rental income exceeding the exemption threshold (TRY 21,000 for 2025, indexed annually)
- Have business income (sole proprietorship, freelancer)
- Have capital gains from securities or crypto disposals exceeding the exemption threshold
- Have foreign income (dividends, interest, pensions) exceeding the exemption threshold
- Elect to file a joint return with their spouse (rare, only in specific cases)
- Claim deductions that require filing (education, health, donations) to obtain a refund
The return covers all categories of income for the calendar year. Taxable income is computed by aggregating all income categories, applying deductions, and applying the progressive IIT brackets (15–40%). The tax already withheld at source (stopaj) is credited against the computed tax liability, with any excess refunded.
IIT Payment — Three Instalments (March, July, November)
For individuals, the annual IIT liability is paid in three equal instalments for the 2026 tax year (following the change from two to three instalments introduced in prior years):
- First instalment: Due by 31 March (coinciding with the filing deadline)
- Second instalment: Due by 31 July
- Third instalment: Due by 30 November
Each instalment is equal to one-third of the total tax assessed on the return. Payments are made through Turkish banks (banks automatically reference the taxpayer's Tax ID), the GİB online payment portal, or directly at tax offices. Late payment triggers a monthly late payment interest charge (gecikme faizi) — currently 1.6% per month (2026). An additional late payment penalty (gecikme zammı) of 1.6% per month also applies for payments made after the due date without an extension.
Note: Previously (before 2023), IIT was paid in two instalments (March and July). The three-instalment system applies for 2026. Check GİB announcements for any changes to the instalment schedule.
Corporate Tax Return — 30 April
Corporate tax returns (Kurumlar Vergisi Beyannamesi) must be filed by the end of the 4th month following the close of the fiscal year. For calendar-year companies, the deadline is 30 April. Companies with a special fiscal period (approved by GİB) file within 4 months of their fiscal year-end.
Filing requirements:
- The return must include the corporate tax declaration (Kurumlar Vergisi Beyannamesi) and financial statements (balance sheet, income statement, annexes)
- Financial statements must be prepared in accordance with Turkish Accounting Standards (TMS/TFRS) or the Tax Procedure Law (VUK), depending on the company's reporting framework
- The return must be signed with an electronic signature (e-İmza) by the company's legal representative or authorised CPA (Serbest Muhasebeci Mali Müşavir, SMMM)
- Companies subject to independent audit must submit audited financial statements with the return
Corporate tax payment: Unlike IIT's three instalments, corporate tax is paid in a single instalment by the filing deadline (30 April). During the year, companies pay advance corporate tax (geçici vergi) in quarterly instalments (May, August, November, February), each at the current corporate tax rate (25%). The advance payments are credited against the final corporate tax liability at year-end, with any excess refunded or carried forward.
Withholding Tax Returns — Monthly
Withholding tax (stopaj) returns must be filed monthly by all employers and certain other withholding agents. The key monthly returns include:
- Income tax withholding (Muhtasar Beyanname): Employers must withhold IIT from employee salaries and remit it to the tax office. The Muhtasar Beyanname (withholding tax return) must be filed by the 24th of the following month. Tax payment is due by the 26th of the following month. Starting from 2024, the Muhtasar Beyanname and SGK monthly premium declaration have been combined into the Muhtasar ve Prim Hizmet Beyannamesi (single combined return).
- KDV (VAT) return (KDV Beyannamesi): Monthly KDV return must be filed by the 24th of the following month. KDV payment is due by the 26th. Businesses with annual gross revenue below the threshold may file quarterly, subject to GİB approval.
- Stamp tax (Damga Vergisi): Monthly stamp tax on certain documents (including employment contracts, surety letters) is declared and paid with the Muhtasar return.
- Other withholding returns: Withholding on rent payments (20% for business rents), withholding on professional service fees (20%), and withholding on dividend distributions (15%) are declared through the Muhtasar system or separate declarations as applicable.
e-Tax Filing — GİB Electronic Systems
All tax filings in Turkey are conducted through GİB's digital platforms:
Hazır Beyan Sistemi (Ready Declaration System): A simplified online filing system for individuals with straightforward tax affairs (e.g., rental income, occasional capital gains, foreign income). Taxpayers log in with their TC Kimlik No and tax office password, and the system pre-populates certain data. Available at hazirbeyan.gib.gov.tr.
e-Declaration (e-Beyanname): The main electronic filing system for businesses and complex individual returns. Taxpayers must have an e-Declaration password (e-Beyanname şifresi) or an e-İmza (qualified electronic certificate). Accessible via GİB's Intranet portal. The system supports automatic data entry from accounting software (e-Defter/e-Fatura integration).
GİB Mobile App: GİB offers a mobile application (GİB Mobil) for basic tax transactions, including viewing tax debts, making payments, and checking filing status.
E-Invoice and e-Archive: Most businesses must issue e-Invoices (e-Fatura) through the GİB portal or private integrators. E-Archive (e-Arşiv) invoices are used for B2C transactions. E-Defter (e-Ledger) is mandatory for certain companies above revenue thresholds.
Late Filing and Payment Penalties
Turkey imposes strict penalties for non-compliance:
- Tax loss penalty (Vergi Ziyaı Cezası): Up to 100% of the underpaid tax if the understatement is due to the taxpayer's fault. The penalty percentage may be reduced if the taxpayer files a corrigendum before an audit commences.
- Special irregularity penalty (Özel Usulsüzlük Cezası): Fixed penalties for procedural violations — e.g., filing late (TRY 3,000–50,000 depending on the type of return and the taxpayer category), failure to issue invoices, failure to keep books. These penalties increase annually with the revaluation rate.
- Late payment interest (Gecikme Faizi): 1.6% per month on unpaid tax from the due date to the payment date (2026 rate, subject to change).
- Late payment penalty (Gecikme Zammı): An additional 1.6% per month on amounts unpaid beyond the due date.
- Criminal penalties: In cases of tax evasion (vergi kaçakçılığı), criminal prosecution may result in imprisonment of 6 months to 5 years, plus heavy fines. Smuggling and fraudulent accounting are also criminal offences.
FAQs
What if I miss the 31 March deadline for IIT?
File as soon as possible. Late filing penalties range from TRY 3,000 (individual) to TRY 50,000 (corporate) depending on the return type. Late payment interest and penalties will also apply. Voluntary late filing before an audit reduces the penalty. Use the corrigendum (düzeltme beyannamesi) process if you discover an error in a filed return.
Can I file my tax return through a CPA?
Yes, most individual and corporate taxpayers engage a SMMM (Serbest Muhasebeci Mali Müşavir) or YMM (Yeminli Mali Müşavir) to prepare and file returns. The accountant will require a power of attorney (yetki belgesi) to file on your behalf through the e-Declaration system. Accountant fees are deductible expenses.
Do non-residents need to file Turkish tax returns?
Non-residents with Turkish-source income (rental, business, employment in Turkey, capital gains from Turkish assets) must file a Turkish tax return if the income exceeds the exemption thresholds.
