Rwanda's Value Added Tax (VAT) rate is 18% on taxable supplies of goods and services. Exports of goods and services are zero-rated. Overview — VAT in Rwanda
VAT in Rwanda is governed by Law No. 37/2012 of 09/11/2012 relating to VAT as amended. The tax applies to the supply of goods and services by registered persons in the course of business, and to imports. Rwanda operates a standard input-output VAT system where registered businesses can claim input VAT credits on their purchases. Businesses with annual taxable turnover exceeding RWF 20 million must register for VAT. Voluntary registration is permitted for businesses below the threshold. VAT returns are filed monthly by the 15th of the following month.
VAT Rate Structure
The standard VAT rate in Rwanda is 18% on the taxable value of supplies. Other rates include:
- Standard rate — 18% on most goods and services
- Zero-rated (0%) — exports of goods and services, international transport, gold supplied to the central bank
- Exempt supplies — financial services (insurance, lending), educational services, medical services, residential rent, agricultural inputs (unprocessed), books and newspapers
Zero-rated supplies allow input VAT recovery, while exempt supplies do not. Mixed suppliers must apportion input VAT between taxable and exempt activities.
Registration Threshold & Process
Businesses with annual turnover of RWF 20 million or more must register for VAT with RRA. The application is submitted through RRA's online portal. Required documents include the business registration certificate, TIN certificate, and proof of business address. Once registered, the business must issue VAT invoices showing the VAT amount separately. VAT returns are filed monthly by the 15th of the following month. Late filing attracts a penalty of 10% of the VAT due plus 1.5% interest per month on unpaid amounts.
VAT Filing & Payment
VAT-registered businesses must file monthly returns by the 15th of the following month. The VAT return includes output VAT on sales, input VAT on purchases (which may be credited), and the net VAT payable or refundable. Payment is due at the time of filing. If input VAT exceeds output VAT in a period, the excess may be carried forward or claimed as a refund (subject to RRA verification). RRA conducts VAT audits and may perform unannounced inspections. Electronic filing is mandatory for all registered businesses through RRA's e-tax system.
