Rwanda Tax Filing Guide 2026

Rwanda's tax filing system is managed through the Rwanda Revenue Authority's (RRA) online e-tax portal. Individuals must file by 31 March, companies by 31 March. Quarterly instalment payments are due by 31 March, 30 June, 30 September, and 31 December. All taxpayers must obtain a Taxpayer Identification Number (TIN). Penalties apply for late filing and late payment.

Overview β€” Tax Filing in Rwanda

The Rwanda Revenue Authority (RRA) operates a fully integrated online tax administration system (e-tax) for all tax filings, payments, and compliance management. Taxpayers register on the RRA portal, obtain a Taxpayer Identification Number (TIN), and file all returns electronically. The system covers income tax (personal and corporate), VAT, PAYE, withholding taxes, and other levies. Rwanda has made significant progress in digitalising tax administration, with most services available online and tax payments integrated with mobile money and banking systems.

Taxpayer Identification Number (TIN)

A TIN is mandatory for all taxpayers in Rwanda. The TIN is a unique identifier issued by RRA. To obtain a TIN, register on the RRA e-tax portal with valid identification (national ID or passport). A TIN is required for many transactions including opening a bank account, registering property, importing/exporting goods, and obtaining a business permit. Companies must have a TIN before they can operate legally in Rwanda.

Filing Deadlines

Different taxpayers have different filing deadlines in Rwanda:

  • Individuals β€” annual return by 31 March of the following year
  • Companies β€” annual return by 31 March of the following year
  • PAYE (employers) β€” monthly return by the 15th of the following month
  • VAT β€” monthly return by the 15th of the following month
  • Withholding tax β€” monthly return by the 15th of the following month

Late filing attracts a penalty of 10% of the tax due plus 1.5% interest per month on any unpaid tax. More severe penalties apply for failure to file after RRA notices or for tax evasion.

Self-Assessment & Quarterly Instalments

Self-employed individuals and companies must estimate their annual tax liability and pay in quarterly instalments:

  • First instalment β€” due 31 March (25% of estimated tax)
  • Second instalment β€” due 30 June (25% of estimated tax)
  • Third instalment β€” due 30 September (25% of estimated tax)
  • Fourth instalment β€” due 31 December (25% of estimated tax)

If the actual tax computed in the annual return exceeds the total instalments paid, the balance is due at the time of filing. If instalments exceed the actual tax, a refund may be claimed.

RRA E-Tax Portal

The RRA e-tax portal allows taxpayers to register for TIN and tax types, file annual and periodic returns, make tax payments (via mobile money, bank transfer, or card), view tax history, request Tax Clearance Certificates, and track refund applications. Taxpayers can access the portal at www.rra.gov.rw.

Penalties & Enforcement

RRA has broad enforcement powers. Key penalties include late filing (10% of tax due), late payment (1.5% interest per month), failure to maintain records, tax evasion (100% penalty on evaded tax plus possible criminal prosecution), and failure to register for tax. RRA may issue agency notices, seize assets, or initiate legal proceedings.

Can I file my tax return manually or is it mandatory to file online?
