Rwanda's social security system is administered by the Rwanda Social Security Board (RSSB). Contributions are 3% from the employee and 5% from the employer, capped at a monthly salary of RWF 750,000. Overview β€” RSSB Contributions

The Rwanda Social Security Board (RSSB) administers the national social security system under Law No. 15/2015 of 19/06/2015 governing the Rwanda Social Security Board and related legislation. Contributions are mandatory for all employees in the public and private sectors. The total contribution is 8% of gross salary (3% employee + 5% employer), capped at a monthly salary of RWF 750,000. This means the maximum monthly contribution is RWF 22,500 (employee) + RWF 37,500 (employer) = RWF 60,000. Contributions fund four main branches: pension, health insurance, maternity leave, and occupational hazards.

Contribution Rates β€” Employee & Employer

The RSSB contribution structure is as follows:

  • Employee contribution β€” 3% of gross salary (capped at RWF 750,000/month)

Contributions are deducted at source by employers and remitted to RSSB monthly.

Pension Scheme

The RSSB pension scheme provides a monthly pension for life upon retirement. The contribution allocated to pension is 6% (2% from employee + 4% from employer). The standard retirement age is 65. Early retirement at age 55 is possible with reduced benefits. To qualify for a pension, an employee must have contributed for at least 15 years (180 months). The pension amount is calculated based on the total contributions and the number of years of contribution. Upon the member's death, survivor's benefits are payable to the spouse and children.

Health Insurance & Maternity

RSSB's health insurance branch (0.5% total contribution) covers medical expenses for contributors and their families. The maternity leave component (0.3% total contribution) provides paid maternity leave benefits: female employees receive 100% of their salary during maternity leave (12 weeks). The occupational hazards branch (1.2% employer only) covers work-related injuries and occupational diseases, providing medical care and disability benefits. Employers must also register with RSSB for the occupational hazards scheme.

FAQs

Can I withdraw my RSSB contributions before retirement?

Generally, no. RSSB contributions are locked until retirement age (65) except in cases of permanent disability or permanent emigration from Rwanda. The RSSB may allow early withdrawal in exceptional circumstances.

What happens to my pension if I change jobs?

RSSB benefits are portable across employers. Your contributions continue regardless of employer changes. You should ensure your new employer registers you with RSSB and continues contributions.

Are self-employed individuals required to contribute?

Self-employed individuals are not required by law to contribute to RSSB but may voluntarily register for the scheme to build pension and health insurance coverage.
