Overview — RSSB Pension Scheme

Retirement Age — 65 (Standard), 55 (Early)
The standard retirement age in Rwanda is 65. Employees may retire early from age 55, but with reduced benefits (the actuarial reduction is approximately 3–5% per year below age 65). Early retirement requires at least 15 years (180 months) of contributions. For those who have not contributed for 15 years, a lump-sum payment of total contributions plus accrued interest is made instead of a monthly pension. The pension is payable for life with annual indexation for inflation.
Contribution Allocation to Pension
Of the total RSSB contribution of 8% (3% employee + 5% employer), 6% is allocated to the pension branch:
- Employee pension contribution — 2% of gross salary (capped at RWF 750,000/month)
- Employer pension contribution — 4% of gross salary (capped at RWF 750,000/month)
- Total pension contribution — 6% of gross salary
The remaining contributions (0.5% health insurance, 0.3% maternity, 1.2% occupational hazards) fund other RSSB branches. The maximum monthly pension contribution is RWF 15,000 (employee) + RWF 30,000 (employer) = RWF 45,000.
Pension Benefits
The RSSB pension provides the following benefits:
- Retirement pension — monthly pension for life, calculated based on total contributions and contribution years
- Survivor pension — 75% of the deceased's pension payable to the spouse, and 25% to each child (up to 3 children)
- Disability benefit — for contributors who become permanently disabled before retirement
- Funeral grant — lump-sum payment to cover funeral expenses
- Lump-sum withdrawal — for those who do not meet the 15-year minimum contribution period
Pensions are indexed to inflation through periodic reviews by RSSB. The RSSB aims to maintain the purchasing power of pensions over time.
Voluntary Retirement Savings
In addition to the mandatory RSSB scheme, individuals may make voluntary retirement savings through banks, insurance companies, and other financial institutions.
