Rwanda Investment Income Guide 2026

Rwanda offers a highly favourable tax regime for investment income. Dividend income is not subject to withholding tax (0% WHT), making Rwanda one of the few countries with no dividend tax. Interest income is subject to 15% withholding tax (final for individuals). Capital gains on securities are exempt from tax. Treasury bills, bonds, and mutual fund investments benefit from these favourable rules.

Overview — Investment Income Taxation

Rwanda taxes investment income through withholding taxes at source for most passive income streams. The withholding tax is generally a final tax for resident individuals, meaning no further tax reporting is required. For companies, withheld tax is creditable against corporate tax. For non-residents, withholding tax rates may be reduced under applicable double tax treaties. The Rwanda Revenue Authority administers all withholding tax under the Income Tax Law. The investment landscape in Rwanda includes Treasury bills, bonds, listed shares, mutual funds, and bank deposits.

Dividends — 0% WHT (No Dividend Tax)

Rwanda does not impose withholding tax on dividend payments. This 0% rate applies to both resident and non-resident shareholders. Dividends paid by Rwandan-resident companies are entirely exempt from dividend tax. This is one of the most attractive features of Rwanda's tax system for investors. The exemption applies to all types of shares (ordinary, preference) and regardless of the size of the shareholding. For corporate shareholders, dividends are included in taxable income and taxed at the CIT rate, with no credit for WHT.

Interest Income — 15% WHT

Interest income is subject to withholding tax at 15%, which is generally a final tax for resident individuals. The 15% rate applies to:

  • Bank deposit interest — 15% WHT (final for individuals)
  • Treasury bills & government bonds — 15% WHT
  • Corporate bonds — 15% WHT
  • Savings accounts — 15% WHT
  • Foreign currency deposits — 15% WHT

The 15% WHT is deducted at source by the financial institution or payer. For individuals, this is a final tax and the interest income does not need to be included in the annual income tax return. For companies, the 15% WHT is a creditable advance payment against their CIT liability.

No CGT on Securities

As noted in the capital gains guide, gains from the disposal of shares, bonds, and other securities are exempt from capital gains tax. This exemption applies to all securities regardless of whether they are listed on the Rwanda Stock Exchange (RSE) or held privately. Government securities are also exempt from CGT. The combination of no dividend tax and no CGT on securities makes Rwanda a highly attractive jurisdiction for portfolio investment and holding companies.

Mutual Funds & Collective Investment Schemes

Distributions from mutual funds and collective investment schemes are generally subject to the same rules as dividends (0% WHT for individuals) or interest (15% WHT depending on the underlying assets). The fund itself may be subject to tax on its investment income, depending on its structure. Collective investment schemes are regulated by the Capital Market Authority (CMA) of Rwanda. Income from money market funds, equity funds, and balanced funds is eligible for the favourable tax treatment.
