Poland Social Contributions Guide (ZUS — Ubezpieczenia Społeczne)
Poland's social security system is administered by ZUS (Zakład Ubezpieczeń Społecznych). Total contributions run approximately 34.26% of gross salary — ~13.71% paid by the employee and ~20.4% by the employer. Contributions are capped at roughly PLN 250,000+ (2025 limit) for retirement and disability pensions. An additional healthcare contribution (składka zdrowotna) of 9% (7.75% deductible from income tax) applies on all income. All amounts in PLN.
Poland's social insurance covers pension (emerytalne), disability (rentowe), sickness (chorobowe), accident (wypadkowe), the Labour Fund (Fundusz Pracy), and the Guaranteed Employee Benefits Fund (FGŚP). Employee Contributions ( ~13.71% of Gross Salary)
- Pension (Emerytalne) — 9.76%: Funded from gross salary, credited to the insured's individual account in ZUS (I filar). Subject to the annual contribution cap (prognozowane wynagrodzenie).
- Disability (Rentowe) — 1.5%: Covers incapacity for work and survivor's pensions.
- Sickness (Chorobowe) — 2.45%: Provides sick pay (wynagrodzenie chorobowe) and sickness benefit (zasiłek chorobowy). This is the only component without a cap.
- Healthcare (Składka Zdrowotna) — 9% (7.75% deductible): Paid to NFZ. 7.75% of the contribution base is deductible from personal income tax (PIT). The remaining 1.25% is a non-deductible cost. Calculated on gross salary less the employee's social insurance contributions.
Employer Contributions ( ~20.4% of Gross Salary)
- Pension (Emerytalne) — 9.76%: Matching contribution equal to the employee's share.
- Disability (Rentowe) — 6.5%: A significantly higher employer share for disability insurance.
- Accident (Wypadkowe) — 0.67% to 3.33%: Rate varies by the employer's risk category and workplace safety record. The average rate is approximately 1.67%.
- Labour Fund (Fundusz Pracy / FP) — 2.45%: Funds active labour market policies, vocational training, and unemployment benefits.
- Guaranteed Employee Benefits Fund (FGŚP) — 0.1%: Covers employee claims in case of employer insolvency.
- Bridge Pension Fund (FEP) — 0% to 1.5%: Additional contribution for employees working in special conditions (e.g., mining, heavy industry).
Contribution Cap (2026)
- Retirement and disability (emerytalne + rentowe) contributions are capped at 30 times the projected average monthly salary (prognozowane przeciętne wynagrodzenie). For 2025, this cap was approximately PLN 250,000+. The 2026 cap is adjusted annually.
- Income above the cap is not subject to pension and disability contributions, but sickness and healthcare contributions are applied to the full salary without a cap.
Minimum Contribution Base
- For employment contracts (umowa o pracę), the contribution base is the actual gross salary but cannot be lower than the national minimum wage (płaca minimalna). In 2025, the minimum wage was approximately PLN 4,666 per month; 2026 will see further increases.
- For civil-law contracts (umowa zlecenie) and self-employed individuals (działalność gospodarcza), the base may differ — the self-employed often declare a minimum base (60% of projected average salary) unless opting for higher coverage.
- ZUS preferential rates apply to new businesses for the first 24 months (about PLN 500-700/month in 2025), and "small ZUS" for businesses with low revenue.
Healthcare Contributions (NFZ)
- All residents with health insurance are entitled to free or subsidised public healthcare through NFZ.
- The 9% contribution is calculated on the contribution base (gross salary less social insurance contributions).
- 7.75% of the base reduces PIT liability. The remaining 1.25% is a final cost.
- The self-employed pay healthcare based on declared income (minimum 9% of 75% of projected average salary). In 2022, a major reform tied healthcare contributions for business owners to actual income rather than a flat rate.
Accident Insurance (Ubezpieczenie Wypadkowe)
- Employers pay accident insurance at rates from 0.67% to 3.33%, depending on the risk category assigned by ZUS.
- Categories are based on the Polish Classification of Activities (PKD). Industries with higher accident rates pay higher premiums.
- The contribution is paid entirely by the employer and covers workplace accidents, occupational diseases, and commuting accidents.
