Overview — State Tax Service (STS)

The State Tax Service (Serviciul Fiscal de Stat) administers all tax collection in Moldova including personal income tax, corporate tax, VAT, and social contributions. Residency is determined by physical presence of 183 days or more in a 12-month period, or having a permanent home in Moldova. Employees have tax withheld at source by employers. Flat IIT Rate — 12%

Moldova applies a flat individual income tax rate of 12% on taxable income. This simple single-rate system is one of the most competitive in Eastern Europe. The taxable income is calculated as gross annual income minus the personal allowance of MDL 24,000. There are no progressive brackets — all taxable income above the allowance is taxed at 12%. This predictability makes Moldova attractive for expatriates and digital nomads. The 12% rate applies to employment income, business income, rental income, and most other categories of income.

Personal Allowance — MDL 24,000/year

Every resident individual is entitled to a personal annual allowance of MDL 24,000 (MDL 2,000 per month) that is deducted from gross income before applying the 12% IIT rate. This means the first MDL 24,000 of annual income is tax-free. Additional allowances may be available for dependants, including children and disabled family members. The personal allowance is pro-rated for individuals who are resident for only part of the year. Non-residents are generally not eligible for the personal allowance.

Social & Health Insurance Contributions

In addition to IIT, employees in Moldova must pay mandatory social contributions:

  • Social insurance (employee) — 6% of gross salary
  • Health insurance (employee) — 4.5% of gross salary
  • Social insurance (employer) — 18% of gross salary

The total employee contribution is 10.5% of gross salary (6% social + 4.5% health). These contributions are deducted at source by the employer and remitted to the National Social Insurance House (CNAS). The employer's 18% contribution is an additional cost above the employee's gross salary.

Self-Employed Individuals

Self-employed individuals and sole proprietors are taxed at the same flat 12% rate on net business income. Allowable deductions include business expenses (rent, utilities, supplies, salaries). Self-employed persons must also pay social and health insurance contributions. Quarterly estimated tax payments are due by 25 March, 25 June, 25 September, and 25 December.
