State PAYG Pension — Társadalombiztosítási Nyugdíj
- Defined-benefit system: Hungary operates the "társadalombiztosítási nyugdíjrendszer" (the "social security pension system") — the PAYG (pay-as-you-go) defined-benefit system. The current workers' contributions fund the current pensioners' benefits. The system is administered by the "Magyar Államkincstár" (the "Hungarian State Treasury") through the "Nyugdíjfolyósító Igazgatóság" (the "Pension Payment Directorate").
- Retirement age — 65 (nyugdíjba vonulás korhatára): The standard retirement age (the "öregségi nyugdíjkorhatár" — the "old-age pension age") is 65 years for both men and women. The age was gradually increased from 62 to 65 between 2014 and 2022. The women with 40 years of service (the "Nők 40" programme — the "Women 40" programme) may retire at any age with 40 years of contribution history.
- Minimum contribution period — 20 years: The minimum "szolgálati idő" (the "service period" or the "contribution period") required for the state pension is 20 years. The individuals with less than 20 years of contributions may qualify for the "résznyugdíj" (the "partial pension") with at least 15 years of contributions.
Pension Calculation Formula
- Based on average earnings: The pension amount is calculated as a percentage of the "átlagkereset" (the "average earnings") — the average indexed monthly earnings over the entire career. The earnings are indexed to the national average wage growth (the "átlagkereset-növekedés") to reflect the real value of the past earnings.
- Accrual rate: The pension entitlement accrues at: (a) 33% for the first 10 years of service, (b) an additional 2% per year for the years between 11 and 25 years of service, (c) an additional 1% per year for the years between 26 and 40 years of service, (d) an additional 0.5% per year for the years above 40 years of service. For example: 40 years of service = 33% + (15 × 2%) + (15 × 1%) = 33% + 30% + 15% = 78% of the average earnings.
- Maximum pension: The maximum pension is capped at the "maximális nyugdíj" (the "maximum pension") — currently approximately 120% of the national average wage. The "minimális nyugdíj" (the "minimum pension") for 2026 is approximately HUF 28,500/month for the full contribution period.
13th Month Pension — 13. havi nyugdíj
- Restored in 2024: The 13th month pension (the "13. havi nyugdíj" — the "13th month pension") was restored in February 2024 after being suspended during the 2008 financial crisis. The pensioners receive an additional full month's pension payment each year in February.
- Eligibility: All recipients of the "öregségi nyugdíj" (the "old-age pension"), the "özvegyi nyugdíj" (the "widow's pension"), the "árvaellátás" (the "orphan's benefit"), and the "rokkantsági ellátás" (the "disability benefit") are entitled to the 13th month pension.
Voluntary Pension Fund — Önkéntes Nyugdíjpénztár
- Private pension savings: The "Önkéntes Kölcsönös Biztosító Pénztárak" (the "Voluntary Mutual Insurance Funds") include the "önkéntes nyugdíjpénztár" (the "voluntary pension fund") — the defined-contribution private pension savings vehicle. The member contributes to the individual account, and the fund invests the contributions in the diversified portfolio (the bonds, the equities, the real estate).
- Tax deduction — up to 20% of income capped at HUF 100,000/month: The contributions to the voluntary pension fund are tax-deductible up to 20% of the gross income, capped at HUF 100,000/month (HUF 1.2 million/year). For example: the employee earning HUF 600,000/month may deduct up to HUF 100,000/month (the cap) even though 20% of HUF 600,000 = HUF 120,000. The employee earning HUF 300,000/month may deduct up to HUF 60,000/month (20% × HUF 300,000). The tax saving at the 15% SZJA rate is HUF 15,000/month on the HUF 100,000 contribution.
- Withdrawal rules: The pension fund savings may be withdrawn at the retirement age (65) or after 10 years of membership. The withdrawal options include: (a) the "egyösszegű kifizetés" (the "lump-sum payment") — the entire balance withdrawn at once, taxable at 15% SZJA; (b) the "járadék" (the "annuity") — the monthly payments from the fund, taxable at 15%; (c) the "életjáradék" (the "life annuity") — the guaranteed lifetime payments purchased from the insurance company.
