Bulgaria Pension Guide 2026
Bulgaria operates a three-pillar pension system: a state pay-as-you-go (PAYG) pension, a mandatory universal pension fund (second pillar), and voluntary private pensions (third pillar). Contributions are capped at BGN 3,750/month.
First Pillar — State PAYG Pension
The state pension system is a pay-as-you-go (PAYG) scheme funded by employee (7.45%) and employer (9.45%) pension contributions. Eligibility requires a minimum of 15 years of insurance coverage. The standard retirement age is 64 years for men and 62 years for women (gradually increasing to 65 for both).
Second Pillar — Mandatory Universal Pension Fund (UPF)
Workers born after 31 December 1959 must contribute to a Universal Pension Fund (UPF). The combined contribution rate is 4.4% (employee 1.7% + employer 2.7%). These funds are managed by private pension companies and provide a supplementary defined-contribution pension.
Third Pillar — Voluntary Private Pensions
Individuals may contribute to voluntary private pension funds on top of the mandatory system. Contributions to voluntary pension funds are tax-deductible up to certain annual limits (10% of annual taxable income). These funds offer flexibility in contribution amounts and frequency.
Contribution Cap
The monthly income base for all social and pension contributions is capped at BGN 3,750 (as of 2026). Income above this level is not subject to pension contributions, reducing the effective pension burden for high earners.
Pension Taxation
Bulgaria follows an EET model (Exempt-Exempt-Tax): contributions are exempt (tax-deductible), investment growth is tax-free, but pension distributions are subject to 10% IIT. There is a tax-free allowance on the first portion of state pension income.
