VAT in Belarus is governed by the Tax Code and administered by the Ministry of Taxes and Levies (MNS). Belarus operates a standard input-output credit system where registered businesses can recover input VAT on purchases used for taxable supplies. Businesses with annual turnover exceeding BYN 500,000 must register for VAT. Voluntary registration is permitted below the threshold. VAT returns are filed monthly or quarterly depending on the taxpayer's turnover level.

VAT Rate Structure

Belarus applies three VAT rates depending on the type of supply:

  • Standard rate (20%) โ€” applies to most goods and services, including general retail, manufacturing, construction, professional services, telecommunications, and entertainment
  • Reduced rate (10%) โ€” applies to certain food products (meat, dairy, bread, vegetables, baby food), children's clothing and footwear, medicines and medical devices, agricultural inputs, and printed books and periodicals

Registration Threshold & Requirements

Required documents include the business registration certificate, taxpayer identification number (UNP), and details of business activities. Once registered, the business issues VAT invoices showing the tax amount separately. Since 2021, Belarus has implemented an electronic VAT invoice system (ะญะกะงะค) that requires registered businesses to submit invoice data electronically to the MNS in real time. The e-VAT system covers all B2B transactions and is mandatory for all VAT-registered businesses.

VAT Filing & Payment

VAT returns must be filed monthly (by the 20th of the following month) for businesses with monthly turnover exceeding BYN 1 million, or quarterly (by the 20th of the month following the quarter) for smaller businesses. The VAT return includes output VAT on sales, input VAT on purchases (claimable), and the net VAT payable or refundable. Payment is due at the time of filing. Late filing attracts penalties of up to 20% of the assessed VAT plus interest. The MNS conducts regular VAT audits and may request supporting documentation for input VAT claims.

VAT on Imports & Exports

Imports into Belarus are subject to VAT at the applicable rate (20% or 10%) at the time of customs clearance. VAT on imports is paid to the State Customs Committee. Import VAT can be recovered as input VAT by registered businesses, subject to standard rules. Exports are zero-rated (0%), and exporters can claim refunds of input VAT incurred on export-related purchases. Export VAT refunds are processed by the MNS and typically take 30โ€“60 days. Proper documentation, including export contracts and customs declarations, must be maintained to support zero-rating.
