Azerbaijan Tax Filing Guide 2026
Azerbaijan's tax filing system is managed through the Ministry of Taxes (MoT) electronic portal (e-taxes.gov.az). Self-employed individuals and companies must file annual returns by 31 March of the following year. Quarterly advance payments are due by 15 March, 15 June, 15 September, and 15 December. All taxpayers must obtain a Taxpayer Identification Number (TIN). Penalties apply for late filing and late payment.
Overview โ Tax Filing in Azerbaijan
The Ministry of Taxes (MoT) operates an integrated electronic tax administration system (e-taxes.gov.az) for all tax filings, payments, and compliance management. Taxpayers register on the MoT portal, obtain a Taxpayer Identification Number (TIN), and file all returns electronically. The system covers income tax (personal and corporate), VAT, simplified tax, withholding taxes, and social insurance contributions. MoT has been modernising its systems to improve taxpayer services, including the introduction of the Automated Tax Information System (ATIS) for comprehensive tax management.
Taxpayer Identification Number (TIN)
A TIN (also called VOEN โ Vergi Odenishinin Eynileshdirme Nomresi) is mandatory for all taxpayers in Azerbaijan โ individuals, companies, partnerships, and other entities. The TIN is a unique 10-digit numeric identifier. To obtain a TIN, register on the MoT portal (e-taxes.gov.az) with valid identification (passport or ID card). A TIN is required for many transactions including opening a bank account, registering property, importing/exporting goods, and obtaining a business licence. Companies must have a TIN before they can legally operate in Azerbaijan.
Filing Deadlines
Different taxpayers have different filing deadlines in Azerbaijan:
- Self-employed individuals โ annual return by 31 March of the following year
- Companies โ annual return by 31 March of the following year
- PAYE (employers) โ monthly return by the 15th of the following month
- VAT โ monthly return by the 20th of the following month
- Withholding tax โ monthly return by the 15th of the following month
- Simplified tax โ quarterly return by the 15th of the month following the quarter
Late filing attracts a penalty of 5% of the tax due per month of delay (max 30%). Late payment carries interest at the central bank refinancing rate plus 5% per annum.
Self-Assessment & Quarterly Advance Payments
Self-employed individuals and companies must estimate their annual tax liability and pay in quarterly instalments:
- First instalment โ due 15 March (25% of estimated tax)
- Second instalment โ due 15 June (25% of estimated tax)
- Third instalment โ due 15 September (25% of estimated tax)
- Fourth instalment โ due 15 December (25% of estimated tax)
If the actual tax computed in the annual return exceeds the total instalments paid, the balance is due by 31 March. If instalments exceed the actual tax, a refund may be claimed. Underpayment of instalments attracts interest.
MoT Electronic Portal (e-taxes.gov.az)
The MoT's electronic portal allows taxpayers to:
- Register for TIN and tax types
- File annual and periodic returns
- Make tax payments (via bank transfer or online payment)
- View tax history and compliance status
- Request tax clearance certificates
