Overview — Social Insurance in Azerbaijan
Azerbaijan operates a contributory social insurance system under the Law on Social Insurance and the Tax Code. Social Insurance Benefits

- Disability pension — for individuals with certified disability (Groups I, II, III)
- Survivor's pension — paid to dependants of deceased insured persons
- Temporary disability benefit — sick pay at 60–100% of salary depending on length of service
- Maternity benefit — 126 days paid leave (70 days before, 56 after)
- Unemployment benefit — for registered unemployed individuals meeting contribution conditions
The retirement age has been gradually increasing and is scheduled to reach 65 for both men and women by 2027.
Compliance & Reporting
Employers must register with the SSPF and submit monthly social insurance returns by the 15th of the following month. Returns include a list of all employees, their salaries, and the contributions deducted. Annual consolidated returns are also required. Failure to register, late payment, or non-payment of contributions attracts penalties of up to 50% of the unpaid amount plus interest. SSPF conducts regular audits of employer records.
